Consumer protection complaints resulting from distance education courses, activities, and operations should follow instructions above for investigation and resolution. If a student is dissatisfied with the campus-based resolution, a concern may be submitted to System Administration of the State University of New York as outlined here. And, if still not satisfied, a complaint may be submitted, within two years of the incident about which the complaint is made, to the New York State Education Department as outlined here. Please note, this does not include complaints related to grades or student conduct violations, both of which are to be fully addressed via campus processes, not through the NC-SARA complaint resolution procedures.
Federal regulations require institutions delivering distance education courses to provide students and prospective students with contact information for filing complaints with the state approval or licensing entity in the student's state of residency and any other relevant state official or agency that would appropriately handle a student complaint.
SARA requires the College to provide all students taking courses under SARA's provisions with information on the College's and SARA's complaint resolution policies and procedures. SARA applies solely to distance education activity conducted across state lines. It does not apply to distance education activities inside New York State. Only those complaints resulting from distance education courses or activities offered to students in other SARA states come under the terms of SARA. For the protection of its citizens, each license and certificate have requirements that individuals must meet to be licensed or certified in New York State. SUNY’s academic programs leading to licensure or certification are carefully designed to meet or exceed these State requirements. This is a role SUNY plays in protecting the public. Per U.S. Federal Regulations, §668.43 (2019 Rule), and in compliance with the State Authorization Reciprocity Agreements (SARA) Manual version 19.2, SUNY Cobleskill provides the following disclosure related to the educational requirements for professional licensure and certification.[1]
This disclosure is strictly limited to the SUNY Cobleskill determination of whether its Histotechnician Associates in Applied Science, Paramedic Certificate, or Paramedic Associates in Applied Science, that if successfully completed, would be sufficient to meet the educational minimum standard to take licensure or certification examinations in a State. SUNY Cobleskill cannot provide verification of an individual’s ability to meet licensure or certification requirements unrelated to its educational programming. Such individual determinations are made by state licensing boards, and are fact-specific determinations.
This disclosure does not provide any guarantee that any particular state licensure or certification entity will approve or deny your application. Furthermore, this disclosure does not account for changes in state law or regulation that may affect your application for licensure and occur after this disclosure has been made. Enrolled students and prospective students are strongly encouraged to contact their State’s licensure entity using the links provided to review all licensure and certification requirements imposed by their state(s) of choice.
